GTA Vice City Definitive: BEST way to make money [Cone Crazy MAX Earnings]

The way to do it is via the mission "Cone Crazy", in just 23 attempts your money will look like this: $999,999,999. This is by far the best way of maxing out your cash because a money cheat does not exist and not every version of the game can be modded. In just 30 minutes you can have billions.
