The developers targeted 30FPS for PC also, disappointingly, as 30FPS looks choppy on PC with high refresh rate monitors. The game doesn't even look that good to be running so poorly.
And no, it is not CPU limited here at all. The GPU usage is 98% which means the GPU is fully utilized and i5-9600K at 5GHz is perfectly sufficient for this GPU in this scene. You could only talk about CPU bottleneck if the GPU usage would be around 80% or less, but at 98% GPU usage no.
A proper optimization for PC gaming platform means a game should run well on wide range of graphics cards and CPUs with various game settings reducing performance requirement for the min spec PC and allowing eye candy for the high end GPU.
Here are objective results by gamegpu, which shows CPU really doesn't matter at all in Starfield and is just pure ignorance to suggest so:
