On November 3rd, Door County voters will have the opportunity to express their opinion on an advisory referendum: “Should the Wisconsin legislature create a nonpartisan procedure for the preparation of legislative and congressional district plans and maps?” What does that even mean? Why is it important, especially this year? What does it all have to do with the Census?
