Slovakia has officially approved sweeping constitutional changes that embed conservative values into the country’s basic law. The Slovak parliament passed the amendments with the narrowest required majority of 90 votes out of 150, after part of the opposition unexpectedly sided with Prime Minister Robert Fico’s governing coalition.
The constitutional reform enshrines Slovakia’s sovereignty over questions of national identity, particularly in cultural and ethical matters. It establishes that Slovak law will take precedence over European and international law in these areas. The new provisions explicitly recognize only two biologically defined genders—male and female—while also requiring parental consent for sexual education in schools. Adoption rules favoring married couples and a new clause guaranteeing equal pay for equal work between men and women were also added.
The reform includes a ban on surrogate motherhood, introduced by opposition Christian Democrats (KDH), who helped secure the passage of the law. In the end, crucial support came from two lawmakers from Igor Matovič’s opposition movement, despite his earlier pledge not to back Fico’s government—prompting Matovič to accuse them of betrayal.
Prime Minister Robert Fico hailed the vote as a “sovereign decision of Slovakia” and described it as a bulwark against liberalism and progressivism, which he said are “destroying Europe.” He insisted the changes are not about religion but about protecting national values rooted in Slovak history and identity. “We sent a message to the world that we will not let anyone dictate our values,” Fico declared after the vote.
However, the reform has drawn sharp criticism both domestically and internationally. The Council of Europe’s Venice Commission warned that the amendments risk discrimination based on gender and undermine the principle of EU law supremacy. Slovak legal experts, including former constitutional judges, argued that the changes could erode democracy and clash with Slovakia’s obligations as an EU member state.
Rado Sloboda of Amnesty International Slovakia called the development a “dark day,” warning of escalating attacks on human rights and the rule of law. Opposition leader Michal Šimečka of Progressive Slovakia condemned the move, saying it damages the country’s place in Europe and exposes divisions among opposition parties.
The constitutional amendment takes effect in early November. While hailed by supporters as a defense of traditional values and sovereignty, critics warn it sets Slovakia on a collision course with European institutions and risks isolating the country within the EU.
