Drakes in the area of Nastrondir will drop 3-6 scales each as loot (skinning does not provide any extra quest items), so killing and looting 8-10 drakes in the area will be enough to complete this quest. You may end up having to compete with other players to get tags and find the drakes. Juvenile and adult dragons will count, but whelplings will not drop the quest items.
