Being an "Ice Mage", Anivia has a lot of slows, stuns, and overall utility in her kit, you know, just like a tank champion would, so what's the difference?
Most Tanks do also have abilities that somewhat help their durability, even something as meager as Amumu's Tantrum physical damage reduction helps, and could have %damage in their kit to make up for weak durability, like Amumu's W. On the opposite end, you have Nautilus, whose damage is weak, but has a lot of CC and durability to go around.
Anivia has great utility and CC, and if you count the Egg on her passive as a tank ability, then sure why not? The Egg's health and resistances are the same as Anivia's, so why not make that second health bar huge?
That said, without some kind of Tear item or Liandry's, her damage doesn't scale with enemy's max HP or anything, so it would be extremely lacking. Maybe the psychological element of seeming like a squishy caster will be enough?
