Описание: Yamini Aiyer is the President and Chief Executive of the Center for Policy Research, one of India’s leading think tanks. Yamini’s work sits at the intersections of research and policy practice. Her research spans the field of social policy (education, health, and social protection), governance and State capacity, federalism, and the study of contemporary politics in India. In 2008, Yamini found the Accountability Initiative at the Centre for Policy Research. The initiative is credited with pioneering one of India’s largest expenditure tracking surveys for elementary education. Yamini has published widely in academic journals and the popular press. In addition, she serves on a number of government policy committees and boards of non-profits and thinks tanks. Yamini is an alumna of the London School of Economics, St. Edmund's College, Cambridge University, and St. Stephen’s College, Delhi University.

Hindol Sengupta is multiple award-winning historian and author of nine books. He has been a Chevening Scholar at Worcester College, Oxford, and a Knight-Bagehot Fellow at Columbia University. He is a World Economic Forum Young Global Leader. He is Vice President and Head of Research at Invest India, the national investment promotion agency of the government of India.

Sucheta Dalal is among the best-known financial journalists in India, in 2006, Dalal was awarded the Padma Shri, the Indian government’s third highest civilian award, based on her outstanding investigative journalism since the early 1990s. Her 35 years of investigative reporting spans the Harshad Mehta scam, CR Bhansali scam, and expose of Enron among others. She was the Financial Editor at The Times of India and has also written for Business Standard, The Economic Times, Indian Express, and Financial Express among others. She served as a member of SEBI’s primary market advisory committee, the Narayana Murty Corporate Governance Committee, and as a member of Investor Education and the Protection Fund of the Ministry of Corporate Affairs. She has co-authored the best-selling book The Scam: From Harshad Mehta to Ketan Parekh and a biography of A D Shroff, Titan of Finance.

Rohit Kumar Singh has been an officer of the Indian Administrative Service since 1989. He has a diverse set of skills in management and has worked extensively and provided leadership in the area of Public Health, Finance, Infrastructure, Public Private Partnerships, Information & Communication Technology, and External Aid Portfolio Management. He has handled managerial responsibilities in the Government of India and Government of Rajasthan in various departments such as National Highways, Information Technology, Finance, Commercial Taxes, Urban Infrastructure Development, Road Transport, Rural Development, and Information & Public Relations.

Mohit Satyanand is an entrepreneur and investor and has been instrumental in establishing businesses that produce packaged foods, promote the arts and teach languages. He is currently the Chairperson of Teamwork Arts and also serves on the boards of several other companies, both public and private. He is an active angel investor and mentors a wide range of start-ups.

At a time when optics is all, the proliferation of high-sounding and well-meaning schemes has little correlation with the actual impact on the ground.

This #JaipurLiteratureFestival2021 session entitled ‘Maximum Schemes, Minimum Welfare’ examines the welfare architecture in terms of state capacity and abilities, within the larger narrative of empowerment, featuring:
