Punchline Talks! caught up with Cllr Lisa Spivey, leader of Gloucestershire County Council, to find out more about devolution/ Local Government Reorganisation and what it all means in reality.
The government has asked areas with two tiers of local government - like Gloucestershire which has a county council and six district councils - to reorganise for the future.
Over the last six months, Gloucestershire County Council has been working through the options for devolution.
Cllr Spivey said: "On Wednesday (November 12), we presented those to the council for debate."
She talked us through the options available in Gloucestershire and why the county council opted to back a single unitary authority for the whole county.
The government has offered an invite to each council to put together its preferred option by November 28.
But Cllr Spivey said it's likely the county's seven councils will put forward different choices. The government will consult on the options early next year and make the decision on its preferred way forward by next summer.
Councils need to continue to work towards the new structure before then.
Cllr Spivey explained how the new authorities would overlap the current councils, before taking over in 2028.
