GTA Vice City Extended features is a total conversion mod for gta vc. It has been built in more than 10 years, contains tons of scripts, tons of interiors and new features. I don't know where to start but for summarize, there are lots of additional things but all features are matching with game experience and not breaking anything from vanilla Vice City.
