BEND, Ore. — Deschutes County Sheriff’s Office dashcam video released Wednesday showed two of the scenes from Monday night’s half-hour pursuit up Highway 97 when troopers and deputies attempted to stop a woman accused of taking her 9-year-old daughter without the father’s permission.
Charity Lynn Carter, 46, of La Pine is charged with two counts of custodial interference, attempting to elude police, reckless endangerment, reckless driving and criminal mischief, according to Deschutes County Court records. She remained in the Deschutes County Jail Wednesday on $25,000 bail and is not allowed to have contact with the child.
The chase started near Lava Butte south of Bend, according to prosecutors. It ended near Hemlock Avenue in Redmond — about a 25-mile span. DCSO and prosecutors said that throughout the chase, Carter hit multiple law enforcement vehicles — disabling two of them — and hit at least one civilian vehicle in the Redmond Safeway parking lot.
Two dashcam videos were released Wednesday following a public records request by Central Oregon Daily News. Some of the video was blurred out to hide the identity of the child.
The first video is from inside the Safeway parking lot.
“As Carter entered the Safeway parking lot in Redmond, she continued to drive erratically and dangerously. Deputies attempted to immobilize the vehicle to prevent further risk to the child and the public. Carter struck multiple patrol vehicles and two parked civilian vehicles while trying to escape,” Deschutes County Public Information Officer Jason Carr wrote with the video.
The second shows the PIT maneuver that ended the chase.
“The pursuit concluded on Highway 97 near Hemlock Avenue, where a Sergeant executed a PIT (Pursuit Immobilization Technique) maneuver to end the pursuit. However, Carter hit the gas and rammed into the front of another deputy’s patrol vehicle before her vehicle finally came to a stop. Carter was arrested and taken into custody without further incident,” Carr wrote.
Prosecutors said Tuesday that the child’s father has sole custody following a five-year legal battle. The daughter was taken from the Portland area without the father’s permission on Dec. 5, according to the Multnomah County Sheriff’s Office. No AMBER Alert was issued in part because the girl was not believed to be in imminent danger. Law enforcement agencies were alerted for a welfare check on the child, leading to Monday’s pursuit and arrest.
Carter’s next court appearance is set for Dec. 23.
