MWDOC directors and staff reflect on the evolution of water management, conservation, education, and emergency preparedness across Orange County. Over the decades, innovative water-use efficiency programs have transformed how residents use water indoors and outdoors — from replacing inefficient plumbing fixtures to pioneering smart irrigation technologies with measurable water savings.

You’ll also hear how regional collaboration has strengthened water planning and resource management, allowing local agencies to share expertise, implement innovative programs, and better serve their communities. From iconic water education efforts like Ricky the Rambunctious Raindrop℠ to expanded partnerships with schools, Scouts, and universities, these efforts have helped foster a culture of water stewardship that continues today.

For decades, MWDOC has supported inspection trips that connect the public to the long journey water takes to reach Orange County, as well as policy dinners that foster collaboration, dialogue, and leadership across the water community.

Another cornerstone of MWDOC is the Water Emergency Response Organization of Orange County (WEROC), a unique program that supports all water and wastewater agencies in the county during emergencies and disasters. Through coordination, preparedness, and rapid response, MWDOC helps ensure water reliability when it matters most.

Established in 1951, the Municipal Water District of Orange County (MWDOC) is a wholesale water provider and resource planning agency. MWDOC focuses on sound planning and appropriate investments in water supply, water use efficiency and conservation, water education, public information and outreach, legislative advocacy, and emergency preparedness. MWDOC’s 27 water agencies, comprised of both city water departments and water districts, provide water service to the public.
