Approved – 86704
Denied 2225

Q1-Q3 processed 168593 – 88929 = 79664
So Q4 processed more than Q1-3 combined.

Compare against FB
FB total received 288668 Processed 310261 Percentage processed 107%
EB total received 292080 Processed 168593 only 57.7% processed

That tells you the priority of the current administration FB is a priority not EB
