Labour is under pressure to restart North Sea drilling amid fears over the cost of relying on foreign energy.
A review by geoscientist John Underhill urges the Government to issue “bespoke exploration permits” near existing pipelines to prevent gas reserves being stranded. He warned growing imports from Norway, the US, Qatar and Algeria pose security, financial and environmental risks, with some gas coming from fracking – banned in the UK.
Underhill argues a regulated approach could cut emissions compared to imports while ensuring energy security during the transition to renewables.
Campaigners say new licences would break Labour’s election promise to end North Sea exploration. The Government insists it will not issue new licences, focusing instead on offshore wind and carbon capture projects.
