On May 19, 2025, at approximately 1:09 A.M., I, Trooper First Class Tanner Hess with the Arkansas State Police, was traveling eastbound on Interstate 40 near mile marker 72. While traveling eastbound, I was following a Mercedes passenger car bearing Oklahoma license plate QKC584, but the registration on the vehicle returned expired (4/25/2025) according to the ATLAS system. I initiated a traffic stop for the violation, and I made contact with the driver who was the only occupant in the vehicle. The driver was later identified as TIFFANY FITZ, and I asked her where she was going. Shortly after, she told me to hold on and claimed that she had to think. After some time, I understood from FITZ that she was going to Memphis. I asked FITZ how she forgot Memphis, and she excused it by saying something about driving for so long.
FITZ claimed that she had a graduation to go to, but while I was talking to FITZ, I observed a large trash bag in the rear seat area of the car. I asked FITZ what was in the big trash bag, and I understood that she claimed it was clothes. I told FITZ that the indentations didn’t look like clothes, and I suspected that the bag contained a large quantity of packaged marijuana. I instructed FITZ to come back towards my patrol car, and I advised her of her Miranda Rights. FITZ verbally confirmed her understanding, and I explained to her that if she decided to answer questions, she could stop answering questions at any time to consult with an attorney.
Later, FITZ verbally confirmed having marijuana in the car, and I observed two more large trash bags in the trunk. After cutting some of the packaging, I observed a large amount of individual vacuum sealed packages containing suspected marijuana inside. FITZ was transported to the Pope County Jail, and the car was driven to the Drug Task Force office, by another law enforcement officer, for processing. The total weight of the packaging(s) and the suspected marijuana was approximately 87 pounds. The transfer of seized evidence to (DTF) was documented on a Receipt for Evidence/Property Form, and FITZ had an active warrant for failure to appear on a charge for unlawful carrying weapon (Denton County Sheriff's Office in Texas).
Arndt's Wrecker personnel responded to the Pope County Jail, and the suspect vehicle was driven back to the Pope County Jail after processing. Arndt’s Wrecker personnel towed the suspect vehicle, and FITZ was determined to be in violation of the following: possess with purpose to deliver more than 25 pounds but less than 100 pounds of a schedule VI-controlled substance, a class B felony, possess drug paraphernalia, a class D felony, and expired tags.
