Once you've registered with Online Booking Service (OBS), you need to register with the DVSA using your PRN number - members of the public cannot register with this service, they need to book using https://www.gov.uk/book-driving-test, follow these basic instructions.
Take note, these are just the basics to get you started. Everything else you'll have to figure out by trial and error.
