Victoria Police say criminals are using high-tech key cloning devices to steal vehicles as the state grapples with a rise in car thefts. Deputy Commissioner Robert Hill says the devices are legitimately used by mechanics to gain access to locked vehicles. More than 33,000 cars were stolen in the 12 months up to September 2025, with a fifth of those cars never recovered.
