You can only get Scan at Level 1 via hacking a save file with PS4 Save Wizard. These are the highlights (and my first ever stream recap) of a recent twitch stream where I played through the whole game at Level 1 with the scan ability. Never made a video like this before, but I hope you guys like it!
Apologies for the video being laggy at times, had to download the twitch vod since my local recording got corrupted and my internet dipped a bit while streaming this.
