On May 21, Russian President Vladimir Putin presented Foreign Minister Sergei Lavrov with the prestigious Order of the Holy Apostle Andrew the First-Called, one of Russia’s highest state honors.
Established by Peter the Great and restored in 1998, the order has been awarded to only 28 individuals, including Belarusian President Alexander Lukashenko.
