His parents are Punjab Government employees and he also has a younger sister.
Rajat Tiwari, who is pursuing a diploma in electronics and communications from a private college in Kharar, wanted to become a fear factor in the city, especially in southern sectors, including Sector 39, 40 and 41. The police said investigations revealed that Tiwari was forming a group of youths to dominate in the area. “His friend circle included boys who had just stepped into their twenties. The motive was to form a group so that people fear him,” the police said.
