In January 2026, the University Grants Commission (UGC) introduced the Promotion of Equity in Higher Education Institutions Regulations, 2026, replacing the earlier 2012 framework. These new rules apply to all universities and colleges across India and aim to prevent discrimination based on caste, religion, gender, disability, and place of birth.

Under the regulations, institutions are required to establish Equal Opportunity Centres, equity committees, 24×7 helplines, and time-bound grievance redressal systems. The UGC says the move is rooted in the National Education Policy 2020 and is meant to ensure accountability and protection for historically disadvantaged groups.

However, the regulations have also sparked intense debate. Critics argue that the rules lack safeguards against false complaints, raise concerns over due process, and could affect academic freedom on campuses. Social media, especially X (formerly Twitter), has become a major platform for both support and opposition.
