(Land Suneel)

Mr. M Sunil Kumar, popularly known as 'Land Suneel' is a distinguished expert in land, agriculture and rural laws with two decades of pioneering work to his credit. He is relentlessly working to take the law to people with a special focus on farmers, tribal, women, dalit and the poor.

Mr. Sunil obtained his law degree from NALSAR University of Law in 2004. As a law student at NALSAR from 1999-2004, he formed a student group called ‘Shreya’ to provide free legal services to rural people. Thorough this group, he was instrumental in making four villages litigation free through a unique village courts concept and also laying the foundation for the community paralegal programme of SERP. Inspired by this work hundreds of law students from various law colleges joined him in providing free legal services to the poor and tribal on land matters.

He has wirked as State Legal Coordinator of Society for Elimination of Rural Poverty (SERP), Rural Development Department, Government of Andhra Pradesh from 2004-08. At SERP he played a key role in successfully piloting and scaling a unique and first of its kind community paralegal programme in the combined state of Andhra Pradesh which helped more than a million poor families in getting secure land rights.

He worked with Rural Development Institute (RDI) / Landesa as the State Director and later as the National Director (Land Laws & Policies) from 2008-17. During this decade of work at RDI he made a remarkable contribution to the rural poor through various initiatives such as assisting in drafting of land laws, spreading legal awareness, providing training for various stakeholder and piloting several innovative land initiatives. His ‘Bhoomikosam’ live television phone-in programme on land rights in HMTV became very popular. He has assisted various land committees of State and Central Governments. He was instrumental in reviewing land laws of Telangana and Andhra Pradesh.

Mr. Sunil is a resource person for various training and academic institutions. He is currently Adjunct Professor and Advisor at NALSAR University of Law and practicing law through his ‘Land Lawyers Chambers’ at Hyderabad. He has established the rural law firm called ‘Land and Agricultural Law Practitioners (LAP) and providing low cost and competent legal services to the farming community of both Telugu States. He has founded Sadhana Academy of Imperative Law and Life skills (SAILS) to impart legal knowledge. He has taken up several initiatives to make the law work for farmers through his Legal Empowerment and Assistance for Farmers Society (LEAFS). He has established Grameena Nyaya Peetam to strengthen the grassroot level dispute resolution systems.

He regularly writes in ‘Eenadu’ the largest circulated Telugu daily newspaper and ‘Telangana Revenue’ monthly magazine. He speaks on land laws in HMTV every Thursday and on agriculture and rural laws in TSAT TV Vidya and Nipuna channels on Saturday and Sunday. About 110 episodes in HMTV and 60 episodes in TSAT telecasted until now.

Mr. Sunil Kumar has gained expertise in the areas of land laws, agricultural laws, rural laws, access to justice, public policy and land governance He is a development professional, law teacher, lawyer, author, columnist, motivational speaker and trainer.

Mr. Suneel aspires to be remembered as “amicus agricola” (friend of farmers).
