European Union leaders are meeting in Brussels for a two-day European Council summit on October 15–16, 2026, amid growing geopolitical uncertainty, economic challenges and rising pressure on Europe's energy security.

The EU Summit 2026 brings together European leaders to discuss energy prices, European competitiveness, the economy, Russia's hybrid attacks, continued support for Ukraine, migration, European defence, enlargement and the Middle East crisis.

In this international news report, we examine the key issues shaping the Brussels summit and the decisions European leaders are seeking to advance.

KEY ISSUES ON THE EU SUMMIT AGENDA

🔴 EUROPE'S ENERGY CRISIS AND RISING ENERGY PRICES
EU leaders are discussing targeted, temporary measures to ease the impact of high energy prices on European households and businesses. They will also consider Europe's long-term energy strategy and reducing dependence on fossil fuels.

🔴 EUROPEAN ECONOMY AND COMPETITIVENESS
Leaders will discuss how to strengthen European industry, improve competitiveness, address global economic imbalances and advance the One Europe, One Market agenda.

🔴 RUSSIA THREATS AND EUROPEAN DEFENCE
Russia's increasingly aggressive behaviour and hybrid attacks across Europe are key security concerns. Leaders will review European defence readiness and efforts to address critical military capability gaps.

🔴 UKRAINE WAR AND EU SUPPORT
Continued European support for Ukraine remains a major priority, including the needs of critical infrastructure ahead of winter and Ukraine's progress towards EU membership.

🔴 EU LONG-TERM BUDGET 2028–2034
European leaders will discuss the next Multiannual Financial Framework, a major long-term spending plan that will shape the European Union's economic priorities, research, agriculture, regional development and strategic autonomy.

🔴 MIGRATION AND EU ENLARGEMENT
The summit will address migration management, asylum policy, enlargement and reforms needed to prepare the European Union for future members, including Montenegro.

🔴 MIDDLE EAST CRISIS AND MARITIME SECURITY
Leaders will discuss developments in the Middle East, freedom of navigation and maritime security, including their implications for global supply chains, energy, fertilisers and food security.

Why does this summit matter? Decisions on energy prices, defence, Ukraine, trade, migration and the EU's next budget could shape Europe's economic and geopolitical direction.
