A leaked State Department memo has reportedly revealed that the United States administration is considering withholding critical HIV assistance from Zambia as a 'negotiating tactic' to secure access to the country's vast minerals. If the Donald Trump administration goes ahead with the plan, it would withhold support for nearly 1.3 million people who rely on the assistance for survival.
