This is the unreported story of rogue Board of Police Commissioners (BOPC) Chair Lisa Carter illegally cancelling a Charter mandated meeting, and Commissioner Willie Burton's insistence that civilian oversight is essential in a time of crises.
On March 12th a motion by District 7 Commissioner Bill Davis to suspend meetings failed for lack of a second. So the action taken by Lisa Carter was against the will of the board, a violation of the open meetings act, and a violation of the Charter of the City of Detroit.
