U.S. Secretary of State Marco Rubio and Russian Foreign Minister Sergey Lavrov held talks on the sidelines of the ASEAN meetings in Manila, focusing primarily on the war in Ukraine and the wider U.S.–Russia relationship.

Rubio described the meeting as a “good” and “frank conversation,” saying Washington remains prepared to play a constructive role in ending what he called a “senseless war.” He stressed, however, that any settlement must be acceptable to both Russia and Ukraine and acknowledged that previous diplomatic efforts had produced limited results.

According to the Russian Foreign Ministry, Lavrov reaffirmed Moscow’s readiness for a political and diplomatic settlement, while opposing continued Western arms transfers to Ukraine and reiterating Russia’s existing negotiating positions.

The meeting produced no ceasefire proposal, formal negotiating framework or joint statement. Its significance lies instead in preserving direct communication between Washington and Moscow at a time when their positions on Ukraine’s security, Western military support and the conditions for peace remain far apart.
