While the Official Baseball Rules don't outright require an umpire clear the bat from home plate ahead of a play, there are multiple reasons this is still a good idea, such as to lessen the likelihood of injury from a catcher or runner colliding with/landing on/tripping over the bat, or to ensure the bat doesn't interfere with the play.
Over the years, umpires have employed various methods of bat removal, such as picking the bat up and holding it, stepping away and dropping it, or even kicking the bat along the ground.
In deciding whether or not to remove a bat, consider whether there's enough time for a NAP.
Necessary: Will the bat, left in place, interfere with play or pose a safety risk?
Available: Is the bat available to the umpire - is it somewhat nearby?
Possible: Is it possible to remove the bat before the play occurs?
If there's time to take a nap, an umpire can remove the bat.
