Introduction
India’s reservation policy plays a vital role in promoting equity and social justice within government employment. To streamline implementation and remove ambiguity, the Department of Personnel and Training (DoPT) periodically consolidates and updates instructions for reservation across Central Government posts and services. The latest update, issued vide DOPT OM No. 36011/1/2022-Estt(Res-I) dated 28 March 2024, brings clarity to several key areas — including representation, promotion, local recruitment, and creamy layer exclusion — for SCs, STs, OBCs, PwDs, and EWS candidates.

Key Highlights of the 2024 DoPT OM
1. Direct Recruitment Reservations
• Open Competition Posts: SC – 15%, ST – 7.5%, OBC – 27%.
• Others (e.g., departmental exams): SC – 16.66%, ST – 7.5%, OBC – 25.84%.
• EWS reservation continues at 10% with income and asset-based criteria.
2. Local Posts (Group C & D)
• Local population-based reservation percentages must be applied for posts where recruitment is region-specific.
3. Creamy Layer Exclusion in OBC
• Families with income exceeding ₹8 lakh or holding specific posts (e.g., constitutional, senior bureaucracy) are excluded.
• The definition includes nuances like wealth, agriculture holdings, and parental position.
4. Reservation in Promotions
• Available to SCs and STs (not OBCs or EWS), subject to:
o Quantifiable data on backwardness,
o Representation in the cadre,
o Efficiency of administration not being compromised.
5. Post-based Roster System
• Replaces vacancy-based roster.
• Ensures tracking and carrying forward of unfilled reserved positions.
6. PwD and Ex-servicemen Reservation
• PwD: 4% in direct recruitment.
• Ex-servicemen: 10% in Group C and 20% in Group D (increased emphasis).
7. Special Provisions
• Ad-hoc appointments, relaxations in age/qualifications, and exchange of vacancies are tightly regulated to prevent misuse.
• Institutions receiving central funding must adopt these rules.
