Описание: Except the part of India which is called 'Hindi Belt', elements of regionalism are seen at the socio-political level in all other states. This trend is seen more strongly in the states of Maharashtra and South India and in the North-Eastern states. This is the reason why in the past, the border dispute related to 'Belagavi' or 'Belgaum' district between Maharashtra and Karnataka has arisen again. In fact, both the states had passed a resolution to adopt the legal route for the settlement of the dispute and after that the situation of tension between Maharashtra and Karnataka continues due to the statements and other incidents of political leaders in both the states. In such a situation, the question arises that at what point these tendencies of regionalism and regional identity take the form of 'regionalism' and become a challenge for the social harmony of the country? Is there such a scope of regionalism, staying within which showing such tendencies will not have any widespread effect on the society and the nation or is it harmful in its basic form to see anything from the point of view of regionalism? In this article, therefore, we will examine inter-state relations in India and the underlying regionalism tendencies in the light of the Maharashtra-Karnataka border dispute. Along with this, we will also try to present a detailed analysis of the dangers of regionalism and the measures to solve them.


भारत के जिस भाग को ‘हिंदी पट्टी’ कहा जाता है, उसे छोड़ दिया जाए तो अन्य सभी राज्यों में सामाजिक-राजनीतिक स्तर पर क्षेत्रीयता के तत्त्व देखे जाते हैं। महाराष्ट्र तथा दक्षिण भारत के राज्यों और उत्तर-पूर्वी राज्यों में यह प्रवृत्ति ज्यादा प्रबलता से देखी जाती है। यही वजह है कि बीते दिनों महाराष्ट्र व कर्नाटक के बीच ‘बेलगावी’ या ‘बेलगाम’ जिले से संबंधित सीमा विवाद पुनः उठ खड़ा हुआ। दरअसल, दोनों राज्यों ने विवाद के समाधान हेतु कानूनी रास्ता अपनाने के लिये प्रस्ताव पारित किया था और इसके बाद दोनों राज्यों में राज-नेताओं के बयानों और अन्य घटनाओं के चलते महाराष्ट्र और कर्नाटक के बीच तनाव की स्थिति बरकरार है। ऐसे में प्रश्न यह उठता है कि क्षेत्रीयता और क्षेत्रीय अस्मिता की ये प्रवृत्तियाँ किस बिंदु पर आकर ‘क्षेत्रवाद’ का रूप धारण कर लेती हैं और देश के सामाजिक सौहार्द के लिये एक चुनौती बन जाती हैं? क्या क्षेत्रीयता का कोई ऐसा दायरा है, जिसके भीतर रहकर ऐसी प्रवृत्तियाँ दिखने का समाज व राष्ट्र पर कोई व्यापक प्रभाव नहीं पड़ेगा या किसी भी चीज को क्षेत्रीयता की नजर से देखना अपने मूल रूप में ही हानिकारक है? इसलिए इस आर्टिकल में हम महाराष्ट्र-कर्नाटक सीमा विवाद के आलोक में भारत में अंतर्राज्यीय संबंधों और इनमें अंतर्निहित क्षेत्रवाद की प्रवृत्तियों का परीक्षण करते करेंगे। साथ ही क्षेत्रवाद के खतरों और उनके समाधान के उपायों का विस्तृत विश्लेषण भी प्रस्तुत करने का प्रयास करेंगे।
