Indeed, this is theme of this week's Torah portion -- as revealed to us by the Sava de-Mishpatim, "The Old Man of (Parshat) Mishpatim" in the opening of the Zohar on this portion: "These are the ordinances that you shall place before them... This refers to the coordination of gilgulim (reincarnations) - the judgments of souls that must be reincarnated and return to this world."
