Subject: Protest against police failures and lack of protection against violence

Dear Sir or Madam,

I, Rustem Ismail, have been the victim of several crimes in Berlin and have experienced serious deficiencies in the work of the police. These incidents have deeply shaken my trust in the security authorities. Below, I describe the events in detail:
Incident 1: Theft and Police Failure on June 30, 2023

On June 30, 2023, I was the victim of an attack in Berlin. Unknown perpetrators stole my shoes and my cell phone. Immediately after the incident, I was able to determine the location of my stolen cell phone using a tracking app and went to the Sonnenallee police station to report the theft. Instead of taking my report, I was sent to the Zoologischer Garten police station.

There, too, I was turned away and referred again, this time to the Ernst-Reuter-Platz police station. There, my report was finally taken, but on the condition that I present the original box for my cell phone. I took this box to the Hauptbahnhof police station.

In the morning, I took the cell phone box to the police. An officer took my report, kept the box with him briefly, and explained to me that he had saved the data from the box into his computer. He then returned both the box and the documents to me.

The following Monday, I was even able to find photos of the perpetrators and also brought them to the Hauptbahnhof police station. However, the police responded in an uncoordinated manner: An officer asked me why I hadn't provided my cell phone's serial number yet. I explained that I had already handed it in along with the cell phone box on Saturday. I suggested checking the surveillance camera footage at the police station to confirm this. However, the officer told me that the serial number had not been saved.

I then went back to the Criminal Investigation Department to describe the incident. There, I explained what had happened, and the officer in charge confirmed that the data had indeed not been saved. He then re-recorded the information and personally saved it in the system.

(I had full evidence on this phone from the hospital, where they ignored my cancer examination and failed to treat it.)

Incident 2: Another encounter with the perpetrators and police failure

A few weeks later, I discovered the perpetrators at Alexanderplatz and immediately informed the police. The officers arrested both perpetrators. However, a short time later, I received a letter from the police stating that the perpetrators could not be found. Instead, I was told that I could pick up my stolen shoes (without a phone) – a completely inadequate handling of the situation.

I would also like to mention that during their arrest, the perpetrators threatened the police: If the police did not release them, they would tell the press or the media everything.
