The weapon is hidden in an old world vault, and in order to reach it, you'll need a key. But the key comes from a creature that might not appear if you don't have a particular quest active, which you can only get from an NPC in the Deadzone. And you can't go into the Deadzone without an oxygen suit. And you can't get an oxygen suit without a heat resistance suit. It's pretty confusing, all in all.
