This year police cleared the area, impeding anyone from approaching the square, which normally hosts thousands of revelers each year.
Across Spain some regional authorities limited gatherings to a handful of people, while others slightly relaxed the nightly curfew to allow families to gather before getting home for an early night.
Police said they will be patrolling to crack down on any unauthorized parties.
When the clock strikes midnight, it is customary to eat twelve grapes, ensuring good luck during each month of the coming year, but only journalists will be witnesses to the event broadcast across the country.
The Spanish health ministry said Dec 28 that the country had reached 50,122 deaths from COVID-19.
It has recorded almost 1.88 million cases among its population of 47 million.
Nationwide restrictions on movement and curfews have been imposed across the country to help curb the spread of the virus.
