Saldo said reconnaissance drones loitered overhead, preventing aid as fires burned for hours, while witnesses tried to help the wounded amid continued strikes. Moscow blamed Ukrainian forces for what it called a targeted attack on civilians and said investigators were opening a terrorism case, as the Russian Foreign Ministry accused Kiev of sabotaging peace efforts backed by President Vladimir Putin and U.S. President Donald Trump. January 2–3 were declared days of mourning in the region as casualty figures were still being clarified.
