The Bristol Bombay was built to replace the Vickers Valentia biplane in use in the Middle East and India. The aircraft was required to be capable of carrying 24 troops or an equivalent load of cargo as a transport, while carrying bombs and defensive guns for use as a bomber. Le Bristol Bombay a été développé pour répondre à la spécification C.26/31 du Ministère de l'Air qui désirait un transport/bombardier monoplan pour remplacer le biplan Vickers Valentia alors en usage dans le Moyen-Orient et en Inde. L'avion devrait être capable de transporter 24 soldats ou une charge équivalente, tout en transportant des bombes et des armes défensives pour être utilisé comme bombardier.
