UNICC's Carlos Correia shows how the UN family's largest shared digital provider applies AI tokenomics to three decisions: where AI runs, how it is accounted for, and the value it delivers. He explains how digital sovereignty, grounded in UN privileges and immunities, drives a three-level routing model: fully private UN premises, trusted partner HPC, and sanitized access to hyperscalers and frontier model providers. He also shows why a fixed budget facing variable AI demand makes a stable bill worth more than the lowest unit price.

He walks through UNICC's AI gateway, where every API key has a registered owner, budget, and spending cap, plus OpenTelemetry traces that follow each request's cost, a FOCUS-aligned cost portal, and an oversight layer that captures the Total Cost of AI beyond tokens. He closes with three proposals for the community: comparable sovereignty attributes; reconciled meters across subscriptions, metered APIs, and chained gateways; and value measured against a use-case baseline in mission terms, not just money.
