Middleman strategy in government contracting and federal contracting is not automatically bad. In fact, prime contractor teaming is often normal and valuable. The risk starts when a “middleman” turns into a pass-through prime or a set-aside front, especially when the prime adds little value or misrepresents who performs the primary and vital work.
In this video, I break down the 4 middleman models in GovCon and the line between legal teaming and the kind of setup that can trigger SBA ineligibility, bid protests, audits, and in serious cases Department of Justice (DOJ) scrutiny.
