It's really tough to order 7,8,9,10 all close. I prefer stratagems and hellbomb is very useful for some objectives. Steeled veterans is really all about that secondary senator and adds more weapons.

I notice my ranking numbers skip 11 on spreadsheet, thats because of playing with DustDevils and the row numbers.

I have built a spreadsheet of Warbond Data and form my suggestions on your order of purchasing warbonds. I have unlocked and played with all of them so far. This is prioritized in more accessible of loadout styles of Element Weapons and Armor, and then in Stratagems unlocked, and then in Best Value Most in game power/meta in a warbond.
