Kill all enemies except the first cop in 16-1. Killing him would reduce my headshot ratio, so I exclude him from the challenge.

All kills are gun-only; thus, if a forced melee QTE is triggered, I restart the challenge.

Focus on headshots.

No point shooting except when forced by the system.
