Henan Province, China. Chen Xing, the province's chief water engineer, warned that Henan was storing too much water behind too many dams and that it would bring flooding and ruined soil. He was branded a right-wing opportunist and exiled. In August 1975 Typhoon Nina stalled overhead, a gauge in Biyang County recorded over a thousand millimetres of rain in one day, and at one in the morning on the eighth the Banqiao Dam failed. Twelve days later Henan's own party committee put the toll at 85,600.
