SIM cards for foreigners in Russia now require biometrics. From January 1, 2025, new SIM cards for foreign nationals are issued only by biometrics. By July 1, 2025, immigrants must reissue their «old» SIM cards by submitting biometrics (or else, the number will be blocked).

To prevent the SIM from being blocked, a foreigner will need:
✏️ A notarized translation of the passport
✏️ SNILS
✏️ EMEI (the number of the device on which the SIM card will be used)
✏️ A verified account on Gosuslugi.ru
✏️ Biometrics,
and come to the office of their mobile operator.

Biometrics for applying for a SIM card can be submitted to a bank branch (gosuslugi.ru/help/faq/sim_foreigners/252854) from a special list (cbr.ru/fintech/digital_biometric_id/map). Providing biometrics when entering and leaving Russia or as part of migration procedures (e. g., when obtaining a work permit) does NOT replace this step.
