Russian President Vladimir Putin met with his Iranian counterpart Hassan Rouhani in Tehran.
The two countries, both strong allies of Bashar al-Assad, have pledged to expand co-operation in Syria.
While France seeks diplomatic and military support to destroy ISIL, the Syrian opposition fear that they are being abandoned.
