Beginning in 1948, the New Haven Fire Department gained a valuable asset in the form of a two and half story masonry structure to mimic a residential home. To further enhance Chief Paul Heinz's culture of "Training By Doing," this building allowed simulations of various types of fires with the ability to extend to other parts of the structure through its constructed internal flues. It also possessed a sprinkler system which was used to demonstration their effectiveness.
A exert from the NHFD Annual Report 1948 explains the parameters of the drill shown in the video:
"A new feature in training was inaugurated at the training center this year. Companies were stationed at Engine No. 7, quarters under the direction of a Battalion Chief. Fires were started in the various buildings at the training center, and an alarm was sent in from a fire box erected on the grounds. The companies responded, and the Battalion Chief, directed the operations of the companies. The officers of the training center watched the operations in extinguishing the fire, with the men working under pressure. The officers of the training center would then correct the mistakes made by the men, if any, and if necessary, start the same fires over again extinguishing them in the proper manner. This kind of training has proved of great value as it helps to develop team work between the different units of the department."
