USA:JAMES BAKER ACCUSES CLINTON OF LENIENCY TOWARDS NORTH KOREA

Former U-S secretary of state James Baker on Thursday accused President Clinton of being too lenient towards North Korea.

Mr Baker, seen as a possible contender for the White House in 1966, said U-S policy towards Pyongyang should be tougher.

He was speaking at a Congressional hearing in Washington.

Back in the spotlight again after two years out of office, James Baker took the opportunity of a House hearing to give his views on how the US should be conducting its foreign policy.

He approved of the softly-softly approach towards Russia and the Chechen crisis and saved his criticism for policy on North Korea

SOUNDBITE:

"As I indicated in my statement, my biggest problem with it is that it was a complete and abrupt flip-flop in policy toward a regime that we have very little reason to think we can...whose word has not been good in the past and I think we have very little reason to believe we can trust in the future."

Afterwards he told APTV that the agreement between the U-S and North Korea was seriously flawed:

"I don't think the agreement is a good agreement, I don't think in the end it will serve the national interests of the United States. I think it's unfortunate that we did not beef up our forces on the peninsular and that, as I said in my statement, that we eliminated all the sticks in our policy and double the carrots and think it's going to work. I don't think it's going to work."
