As part of the Bennett School of Public Policy Annual Conference 2026, this session explored whether evidence-based policymaking can endure in an era of political polarisation and pressure on academia.
Speakers:
Prof Dame Ottoline Leyser, Regius Professor of Botany, University of Cambridge
Mr Ehsan Masood, Bureau Chief (Editorials, Africa and the Middle East), Nature
Prof Jennifer Rubin, Chair, King’s College London School for Government
Chair:
Prof Dame Diane Coyle, Bennett Professor of Public Policy, Bennett School of Public Policy
They agreed that evidence-based policy remains essential, but must adapt to a more contested and uncertain environment.
They emphasised the importance of strengthening institutional processes—such as impact assessments, advisory systems, and early engagement between policymakers and analysts—to ensure evidence is embedded in decision-making.
The discussion also highlighted growing challenges, including populist narratives, attacks on expertise, and the risk of marginalising social sciences and humanities.
Speakers argued that universities must respond by becoming more open, locally engaged, and connected to communities to rebuild trust and counter perceptions of elitism.
The session concluded that while evidence-based policymaking is under strain, it is more necessary than ever—and requires collective effort, stronger systems, and deeper public engagement to remain effective.
