The visit comes at a time when the two nations have been at odds over various issues, including the disputed territory of Jammu and Kashmir, cross-border terrorism, and trade relations. The situation in Afghanistan is also a matter of concern for both countries, given their shared border with the country and the potential implications of the US troop withdrawal from the region.

The SCO meeting is expected to provide an opportunity for regional leaders to discuss a range of issues, including trade and economic cooperation, counterterrorism measures, and regional security. It remains to be seen whether Bhutto's visit will lead to any meaningful dialogue between the two countries or whether it will be limited to the SCO meeting agenda.
