Moira Onek is a Special Programs Officer at the National Communication Authority of South Sudan, where she works at the intersection of programmes, advocacy, and policy. Her work focuses on designing and supporting initiatives that translate institutional and priorities into practical interventions for participation and inclusion into the ICT Sector.
She has been closely involved in the development and implementation of the Girls in ICT Programme Banat Initiative for Leadership and Digital Development (BiLLD).
Alongside programme delivery, she is interested in the broader policy and governance questions that shape digital ecosystems.
With a background in law and a master’s degree in Law, Technology, and Innovation, Moira brings a systems-level perspective to digital transformation, paying attention to how institutional design, advocacy, and regulation influence access, participation, and outcomes in the digital space.
