UPDATE: Pulling the ACC relay in the fuse box in the engine bay DID NOT solve my problem (I thought it did but it didn't). I have since solved this issue. To fix the problem, I went to the passenger side fuse box in the engine bay and pulled out the "engine cont." fuse.

This is a link to the fuse box diagram for the s13 240sx, if you scroll down to "Engine Compartment Fuse Box" it is the number 4 fuse that I pulled (The website calls it the "bulb check relay" but its the same thing as the "engine cont" fuse).
After pulling the fuse, the problem I had with the dash lights went away for good. As far as I know this fuse has to do with the stock evap system in the car.
Listed below is all the potential fixes I am aware of if you're having this same problem:
1. check ground from alternator, if this ground goes bad then it might cause this problem
2. check that your tire didn't rub through the wiring harness in the drivers side fender well. If your car is lowered, you may have accidently rubbed through the wiring harness and it can cause this problem
3. Check your ignition relay (Shown in video how to check it). If this relay is sticking then you will have this problem
4. Check your key tumbler (Shown in video). If your key tumbler goes bad it can cause this issue.
5. Check your bulb check relay (a blue relay right above the ignition relay). These are known for sticking
6. Pull the "engine cont" fuse (Described at the beginning of this description).
(If you hear a buzzing noise coming from one of the relays in your engine bay when this dash light problem occurs then you have a different problem that I'm not sure how to fix because it's a different problem where you are backfeeding voltage into the system.)
