Refusing to Learn?: The Church of England, Safeguarding
Failures and Sexuality
My paper for this conference is informed chiefly by three
areas of work for the Church of England I have been part of
over many years: i) as an elected member of the General
Synod, ii) the Crown Nominations Commission and iii)
Living in Love and Faith. It is not an attempt to ‘weaponize’
safeguarding in the Church’s sexuality debate, but rather to
encourage us to hear what numerous professional,
independent Lessons Learned Reviews (LLRs) and the
Independent Inquiry into Child Sexual Abuse (IICSA) are
saying to the Church: that our lack of inclusion of LGBT+
people has a serious and detrimental impact on the Church’s
ability to deliver good safeguarding. The paper is evidence
based, drawing on LLRs going back to 2017 and the IICSA
proceedings. The Church of England is failing to incorporate
into policy this large body of evidence from the very
safeguarding professionals we have, in many cases, asked to
undertake it. The focus will be on the Church of England but
hopefully will have wider implications.
