Congress has repeatedly targeted the Modi–Adani relationship and has even used the term “Modani” in its official political campaign and communications.

But a recent development in Karnataka raises a different question.

On August 23, 2026, Gautam Adani met Karnataka Chief Minister D.K. Shivakumar at his residence. The meeting was described by the Karnataka government as a courtesy meeting. At the same time, Adani Enterprises had emerged as the lowest bidder for both packages of Bengaluru’s 16.75-km Hebbal–Silk Board tunnel road project, with a bid of around ₹22,267 crore. The contract had not been finally awarded at that point.

And Karnataka is not the only example.

In Kerala, the Vizhinjam Port concession agreement with Adani was signed in 2015 under the Congress-led UDF government, while the subsequent LDF government continued the project.

In Telangana, the Congress government under Revanth Reddy signed investment MoUs worth more than ₹12,400 crore with Adani Group companies in 2024. Later, the Telangana government declined a separate ₹100 crore donation from the Adani Foundation amid the controversy surrounding Adani.

So the real political question is not simply whether governments do business with Adani. It is this:

If doing business with Adani is normal, why is the Modi–Adani business relationship presented as a political scandal?

And if Adani is such a major political issue, why do Congress governments also engage with the Adani Group on major infrastructure and investment proposals?
