Yes, it’s open to the public. You just have to go through the security check. But also, it feels more intended for the law students.
(That day I went in the afternoon. The library was filled with students but they were so quiet and focused. I didn’t want to cause any disturbance so I went in briefly and left without taking any videos or photos.)
I suggest you visit when they run summer tours in Jul & Aug (Mon - Fri at 1:15 p.m. each day except Jul 3 and Aug 7) or during Doors Open Toronto (May 25 & 26) for a better experience.
(Or maybe go earlier before everyone’s there or during the semester breaks.)

But IMO the best way to visit, or EXPERIENCE, is to buy a ticket and watch a show.
